The likelihood of Obama doing this is remote for right now. With the upcoming mid-terms he is already a hot potato for Democrats. He is not even invited to campaign for them, and signing the bill would sink the mid-terms for sure. If he signs it after the mid-terms he will put a screwing to Democrats in the 2016 elections, except Hillary, she is bullet proof. Right now the only thing that can beat Hillary is Condoleezza Rice, a black woman.
He is, however, an odd man who goes against the grain.
