That clip is from "Downfall" a 2004 German made movie recounting Hitler's last days in the chancellery.

It's an excellent and remarkably accurate film, especially considering that it was made by Germans in Germany where there are laws against anything about that era.

There appear to be several "Hitler Rant Parodies" like this.
