His AR has an off-set red dot sight on it.

I've got a 45deg offset for my reddot 25 yds & under on my SBR, so my scope and MBUIS are set normal.

OK so what is the reason for the offset then?

So you can have 2sets of sights, CQB or long range My scope is set at 100yd fpr 1moa.
