Tropical climates have always been breeding grounds for pirate types. California has been known as a land of freaks and hippies since I was a kid. Truth be told, these same stories can be found in any state, I just don't waste time looking.

Another example of the total incompetency of government. How in the hell did these morons run this scam under the noses of the State Government for that long? Sounds as if not for a munitions remanufacturer they never would have known, ever. Why am I not reading about the termination of the managers who failed to protect state assets?
