FWIW, last year I did say I supported the idea. It will keep felons and such from buying ammo at stores.

Not sure how they are going to enforce this for online sales yet?

We already basically have this in CT. You have to have a CCW or a ammo certificate to buy ammo in CT and have to download your ID for ammo online. Total BS does nothing but make the state money for the permits and make it so a lot of ammo companies won't ship ammo to CT.
