It is an old NSA facility in West Virginia that was run by the Navy. It shut down last year.

One itty bitty problem. It's right smack in the middle of National Radio Quiet Zone to protect the nearby National Radio Astronomy Observatory (NRAO).

No cellphone towers within 50 miles. All RF sources (Microwave Ovens for example) closely monitored by the NRAO and enforced by the FCC.
