Low budget built guns I would buy a PSA over a radical for sure. I have seen a few of there uppers not to impressive IMO

Classic firearms is an ok company, I've bought twice from them, first time a Mosin Nagant, second time an SKS. I did have to return the sks as it had a broken safety, but they were cool about it.

But for an AR-15 I would go with PSA
