Fill mine with grass seed and I will let them know I am just seeding my backyard when the neighbors call the police.

Seems like an awfully narrow window of time to submit a proposal.

Makes me wonder if this is one of those "doing it because someone asked for it, not that we expect a response"

More like "doing it because someone knows someone that want to sell it to the military." Short windows is how you eliminate competitive bids...
