Soooo...let's review, shall we?
A law abiding citizen works and goes to buy a gun with his own money. He must jump through hoops, have a background check, wait 10 days to receive the property he paid for, and then may not carry or utilize said property except on an approved range under supervision. Meanwhile, Jamaal and Julio, the local gang banging sweetheart porch monkeys, STEAL said gun from said law abiding citizen....and get in no trouble for having it in their possession. Got it. The intent of the proposition was to reduce the prison population, by reducing certain felony crimes down to misdemeanors.
