No, they can not. UNLESS the person fails to comply with a few simple requirements.

You are required to show ID, registration proof of insurance ect. But not required to talk to officer. So you get pulled over, officer asks for items, you comply but don't engage in conversation there is no basis for anything there. Say I issue you a citation and I ask do you understand your rights and how to contest the ticket and you still refuse to even say a word, then you have got an issue. We have to have you motion or nod or say I understand.

but short of that no, no need to converse with an officer. Happens more than you think actually. I have guys who give me yes or no answers only and that is it. I do my job watching them very closely and that is that.


My thoughts are there is more to this than we are seeing or hearing....
