Because the window facing east was used to shoot at two jet fuel tanks, puncturing one of them, and the window facing northeast was used to shoot at the festival. He probably started off shooting at the jet fuel tanks, so nobody got hit initially.
Dumbass thought the jet fuel tanks would explode when he shot them.
