Well, the 5.56x45mm 62 grain Steel Core Round (NATO) is just as armor piercing. One can easily buy it. Most of it is made here in the USA, except for the PMC X-Tac round of that type which is Korea Made.

Many AR-15's shoot this round quite nicely.
Just to clarify, The 2nd Amendment Grants US Citizens the Right to have the same ammo that Soldiers have & use. Our Government Should NOT have a right to Ban ANY ammo that we want to purchase for our weapons.
Give them an inch, they WILL Take a Mile!
The BATFE? They're just following Obummers Orders.

No freeman shall be debarred the use of arms.
Thomas Jefferson
“Laws that forbid the carrying of arms...disarm only those who are neither inclined nor determined to commit crimes... Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man.”
Thomas Jefferson
