When President Abraham Lincoln signed S.J.R. No. 82 on July 12, 1862, the Army Medal of Honor was born.
It read in part:
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the President of the United States be, and he is hereby, authorized to cause two thousand "medals of honor" to be prepared with suitable emblematic devices, and to direct that the same be presented, in the name of the Congress, to such non--commissioned officers and privates as shall most distinguish themselves by their gallantry in action, and other soldier-like qualities, during the present insurrection (Civil War).

Double Recipients:
Nineteen men have been awarded the Medal of Honor twice. Five of these men were awarded both the Army and Navy Medal of Honor for the same action. Since February 1919, no single individual can be awarded more than one Medal of Honor for the same action, although a member of one branch of the armed forces can receive the Medal of Honor from another branch if the actions for which it was awarded occurred under the authority of the second branch.To date, the maximum number of Medals of Honor earned by any service member has been two.

Or woman! The first, and only, woman to receive The Medal of Honor was Dr. E. Walker, a contract surgeon during the Civil War. Native of my home town... Oswego, NY.
