Title VI of the Civil Rights Act of 1964 (Title VI) 42 U.S.C.§ 2000d, prohibits discrimination on the grounds of race, color, or national origin.
My national origin is the Confederate States of America...so I guess that means that if I go into a bakery and want them to make a cake with a Confederate Flag on top, and they refuse, I can sue them for violation of my civil rights!
