Thanks everyone.
This thing was caked with dried cosmolene. The action was mushy and horrible feeling. After a couple of hours of cleanup and oil/greasing the action smoothed out like butter. Looks like someone took a dremel or wire wheel to the metal parts to try and remove the black paint that is usually on these rifles. Most of the bluing is gone so, I think I'll refinish this one without worring about ruining the value if any. It should be a nice project.
